On August 14, the Ministry of Science and Technology held the 2026 National Productivity and Quality Forum, in coordination with the Central Policy and Strategy Commission and the Asian Productivity Organization (APO).

Mr. Tran Phuc Hong - Deputy General Director of TMA, CEO of TMA Innovation, and Vice Chairman of the Vietnam Digital Technology Enterprise Alliance (VNITO) - had the honor of being the sole enterprise representative in the plenary panel discussion themed "Breaking Through Productivity Based on Science, Technology, Innovation, and Digital Transformation to Fast-Track Vietnam Toward the 2045 Vision."

At the panel, Mr. Tran Phuc Hong laid out the current situation: "Domestic technology supply capacity has already taken shape, with around 18,000 software enterprises, yet the level of software and AI adoption across manufacturing industries remains low. This is largely because most manufacturing enterprises are SMEs that lack sufficient resources to invest in technology and process innovation."

The TMA representative also pointed to a series of bottlenecks that need to be addressed, including limited infrastructure and delays in policy and administrative procedures. Building on this, Mr. Tran Phuc Hong proposed four groups of solutions:

  • The government and industry associations should connect technology enterprises with traditional manufacturing industries, to bring "Make in Vietnam" products into real-world operation
  • Establish a mechanism for valuing intellectual property assets, enabling startups to use patents as financial assets
  • Shorten customs procedures for testing equipment used in R&D and semiconductor activities
  • Shorten policy implementation timelines and simplify sandbox mechanisms

He also shared TMA's practical experience in applying AI to improve productivity and service quality, while offering his perspective on the impact of new policies and proposing that implementation be accelerated - creating conditions for enterprises to increase investment in science, technology, and innovation, and to strengthen their competitiveness both domestically and internationally.

TMA's presence at the forum helped affirm the role of technology enterprises in bringing AI and innovation into practice, in step with the goal of raising the productivity and competitiveness of Vietnamese enterprises.
